どれだけ近代的なものを誇ろうとも、現代の中国には19世紀の名残がたくさんある。内陸部をようやく外の世界に開放する新しい鉄道、労働環境が劣悪な工場の数々――。今、鉄鋼を山のように生産し、世界で確たる地位を得ようとするこの国では、自信に満ちた新たな国家アイデンティティーが形成されつつある。

 アジアのほかの地域でも同じような時代の名残を感じ取ることができる。というのも今、中国ばかりでなく、インド、韓国、オーストラリアが揃って自国海軍に多額の投資を行い、大海に送り出す外洋艦隊を増強している。同じことはアジア地域の外交についても言える。戦後の米国覇権の時代に取って代わり、勢力均衡が不安定になりつつあるのだ。

 新たに出現した地政学のドラマを浮き彫りにしたのが、7月末にヒラリー・クリントン米国務長官がベトナム・ハノイで発した興味深い声明だ。長官は娘の結婚式に向かう途中にアジア地域の会議に出席し、米国は、中国などが領有権を主張する南シナ海の島々を巡る協議で仲介役を務める用意があると述べた。

重要なシーレーンを巡って米中が対立

 問題の島の多くはただの岩礁にすぎないかもしれないが、これらの島は世界の貿易のかなりの量が通過するシーレーンに近いことから、戦略上、極めて大きな重要性を持つ。まさにこのために、クリントン長官の発言は、今後数十年間にわたってアジアを形作る外交バトルの象徴なのだ。ここでは米中間の争いが支配的な役割を果たすことになる。

 クリントン長官の声明には、2つの目的があった。1つは、アジア外交の舞台に米国が戻ってきたことを強調することだ。

 ジョージ・ブッシュ氏が大統領だった時、一部アジア諸国の政府は、米国がアジアへの関心を失ったと感じていた。そうした印象が妥当だったか否かはともかく、クリントン長官はアジア諸国の首脳に向かって、米国は近く荷物をまとめて出て行くことはないと明言した。

 そして、長官のスピーチは何にも増して、米国がアジアに向けて発した、中国および一見必然的な中国の台頭に関するメッセージだった。

 米国政府は3月の韓国軍哨戒艦「天安」 沈没事件以来、北朝鮮を非難するのを渋る中国政府の姿勢につけ込み、韓国政府との関係を強化し、中韓関係に楔を打ち込んだ。

 南シナ海に対する中国の意図について東南アジア諸国の疑念が膨らむ中、米国は自国こそが誠意ある調停役に相応しいと申し出たわけだ。

 この戦略の大きな輪郭は、新しいものではない。冷戦終了後、米国政府は経済問題での関与と外交上の封じ込めが入り混じる対中政策を取ってきた。米国がインドとの間で結んだ核協定は、そうした配慮が働いた面もある。

 だが、オバマ政権は失われた時間を取り返す必要もある。中国は過去10年余りの間に、アジア地域で米国を出し抜いたからだ。

ブッシュ時代にアジアでの影響力を高めた中国

 アフガニスタンとイラクでの戦争は、中国政府にとっての戦略上の贈り物となった。米国がアルカイダを追いかけ、大量破壊兵器を探している間に、中国は疑い深かった近隣諸国との国境紛争を解決した。北部ではロシア、南部ではベトナムと和解に至っている(もっとも、インドとの国境紛争は片づいていない)。

 10年間続く中国の2ケタ成長がアジア経済の軸を大きくシフトさせる中、中国政府は中央アジアにつながるパイプラインを敷設し、ミャンマー、インドネシア、フィリピンの天然資源開発プロジェクトに投資し、インド洋の新たな港湾建設に資金を融通した。

 中国は経済問題では米国と喜んで関与し、世界貿易機関(WTO)に加盟したり、米国債を大量に購入したりした。しかし中国政府は一方で、米国を視野に入れた軍備拡張を加速させた。

 中国当局は米国と戦う準備を進めているのではなく、中国が「接近阻止」兵器と呼ぶミサイルシステムを開発することで、アジア海域における支配的地位を米国から徐々に奪おうとしているのだ。

 ところが、この1年余りの間で、中国による魅力攻勢は問題にぶち当たった。中でも大きな問題が持ち上がったのが、南シナ海だ。多くのアジア諸国にとって、力をつけた中国が自国をどう扱うかを測るバロメーターとなる海域である。

米国政府に関与を迫る東南アジア諸国

 西沙(パラセル)諸島と南沙(スプラトリー)諸島は、ベトナム、マレーシア、フィリピン、台湾、ブルネイが島の全土あるいは一部について領有権を主張している。

 だが、中国の地図では、西沙、南沙諸島は、U字を描いて南シナ海の大半をカバーする中国領海線の中に入っている。

 緊張が高まる中で、中国はほかのアジア諸国に対し、この問題について互いに協議しないよう伝えたとされる。米国の政府関係者によれば、中国は今この地域を台湾、チベットと並ぶ「中核的利益」と見なしているという。

 近隣国が抵抗するのは当然だった。実際、中国と近いレーニン主義の政治体制を敷くベトナムは、旧敵である米国政府に働きかけ、南シナ海問題への関与を求めた(米国は先週末、原子力空母「ジョージ・ワシントン」をベトナムに送り込んだ)。

 この10年というもの中国政府を盛んに称賛してきたシンガポールのリー・クアンユー氏でさえ、昨年、米国に対し、太平洋地域の「卓越した強国」であり続けることを求めた。

 アジアで繰り広げられている新たな外交バトルでは、形勢は今も圧倒的に中国政府に有利だ。何しろ、米国が債務と赤字に苦しめられる一方、中国は今後10年、ことによれば20年にわたって年間8%の経済成長を容易に続けていける。中国海軍の威力も果てしなく増大していくだろう。

クリントン長官が仕掛けた罠

 しかし、クリントン長官は南シナ海で中国に罠を仕掛けた。もし中国が自国の裏庭に介入してくる米国に立ち向かい、自らを地域の大国として打ち出そうとすれば、中国に警戒心を抱く近隣諸国を米国陣営に追いやる危険を冒す。実際、これは中国が今後数十年間にわたってアジアで試されることになる大きな外交問題だ。

 アジア諸国が中国経済への依存度を高めれば高めるほど、各国は中国の影響力に対していよいよ不安を抱くようになる。次は間違いなく中国が行動に出る番だ。

For all its slick modernity, there are plenty of 19th-century echoes about contemporary China with the new railroads that are opening up the hinterland and all those Dickensian factories. Amid the mountainous production of steel, a confident new national identity is being forged in a country that wants to stake its claim in the world.

The same echoes can be felt across other parts of Asia where not just China, but India, South Korea and Australia are all investing heavily in their navies, building new blue-water fleets to take to the oceans. And so it is with the region’s diplomacy, where the postwar era of US dominance is being replaced with a more uneasy balance of power.

This emerging geopolitical drama was underlined by a fascinating statement in Hanoi at the end of last month by Hillary Clinton. En route to her daughter’s wedding, the US secretary of state told a regional meeting that the US was willing to act as a mediator in talks over the islands in the South China Sea disputed by, among others, China.

Many of the islands in question might be little more than rocks, but given that they are close to the sea lanes for a significant chunk of world trade, they have huge strategic importance. As such, Mrs Clinton’s speech is one of the most striking symbols of the diplomatic battle that will define Asia for the next few decades – a tussle between the US and China to be the dominant voice.

The Clinton statement had two goals. One was to emphasise that in Asian diplomacy, the US is back. During the presidency of George W. Bush, some Asian governments felt that the US had lost interest in the region. Whether this impression was justified or not, she was telling Asia’s leaders that the US is not packing its bags any time soon.

Most of all, the speech was a message to the region about China and its seemingly inevitable rise. Since the sinking of South Korea’s Cheonan warship in March, Washington has taken advantage of Beijing’s reluctance to criticise North Korea to boost its ties with Seoul and drive a wedge between China and South Korea. As suspicions grow in south-east Asia about China’s intentions in the South China Sea, the US is presenting itself as the natural honest broker.

The broad outlines of this strategy are not new – since the end of the cold war, Washington has approached China through a mixture of engagement on economic issues and diplomatic containment. The nuclear deal with India was partly motivated by such considerations.

But the Obama administration also has to make up for lost time. Over the last decade or so, China has stolen a march on the US in Asia. The wars in Afghanistan and Iraq proved to be a strategic gift for Beijing. While the US was chasing al-Qaeda and hunting for WMD, China settled border disputes with a string of once suspicious neighbours – from Russia in the north to Vietnam in the south (although not India). As a decade of double-digit growth in China helped shift the axis of the Asian economy, Beijing drove pipelines into central Asia, invested in natural resources projects in Burma, Indonesia and the Philippines, and financed new ports in the Indian Ocean.

China has been happy to engage with the US on economic issues, joining the World Trade Organisation and stockpiling Treasury bonds, but Beijing has also accelerated a military build-up that has the US in its sights. Rather than preparing for a fight with the US, Chinese planners want gradually to squeeze the US out of its dominant position in Asian waters by developing a series of missile systems they describe as “anti-access” weapons.

Yet in the last year or so, China’s charm offensive in Asia has run into trouble – not least in the South China Sea, which for many Asian countries is a barometer of how a powerful China might treat them. The Paracel and Spratly islands are claimed in full or in part by Vietnam, Malaysia, the Philippines, Taiwan and Brunei. On China’s maps, however, the islands are inside a U-shaped line of its territorial waters, which stretches down to cover most of the South China Sea.

Amid rising tensions, China has reportedly told other Asian countries not to discuss the issue among themselves. According to US officials, Beijing also now says it considers the area a “core interest”, alongside Taiwan and Tibet. Some push-back was inevitable. Sure enough, Vietnam – the one country in the region with a Leninist political system comparable to China’s – lobbied its old nemesis in Washington to get involved. (The USS George Washington aircraft carrier visited Vietnam at the weekend.) Even Singapore’s Lee Kuan Yew, who has spent much of the past decade praising Beijing, called last year on the US to remain the Pacific’s “superior power”.

In Asia’s new diplomatic contest, the momentum is still very much with Beijing. While the US faces debts and deficits, China could easily grow by 8 per cent a year for one if not two more decades and its naval power will also inexorably expand.

Yet Mrs Clinton has laid a trap for Beijing in the South China Sea. If China stands up to US interference in its backyard and presents itself as the regional power, it risks pushing wary neighbours into the US camp. Indeed, this is the broader diplomatic test that China faces in Asia over the coming decades. The more dependent Asian countries become on China’s economy, the more uneasy they will be about its power. The ball is very much now in Beijing’s court.

 外交政策に楽観的な向きは何年も前から、中国が超大国の地位に上り詰める過程について、責任を伴う平和的なものだと予想してきた。しかし、同国の最近の国内外に対するけんか腰をみると、この見方がますます甘いように思えてくる。中国政府の挑戦的な態度に強くでるのか、挑戦的な態度を野放しにするのか、オバマ米政権は決めなくてはならない。

 中国は、たとえば、核弾頭を搭載できる長距離弾道ミサイルの改良と拡大を続けている。オバマ大統領は、自国の核兵器や長距離弾道ミサイルの一段の削減につながるロシアとの条約を批准するよう上院を促しているのに、だ。中国政府は核や弾道ミサイルという選択肢の強化について、なんら制約を受けていない上、新たに対艦巡航ミサイルまで開発している。

 核不拡散に関して、中国は常に非協力的だ。米政府が訴えるイランへの追加経済制裁にも距離を置いている。

 このあからさまな距離は、効果のない国連安全保障理事会の最近の制裁決議で中国とロシアが協力的だったとする非現実的な見解をオバマ政権が打ち出していることも一因だ。本当は、中国は厳しい制裁など考えたことがなかったのだ。どちらかといえば、中国は今度はイランとの関係に倍賭けする公算が大きい。特に石油・天然ガス部門で関係を強化し、イランが石油精製品の国内需要を満たすのを助けそうだ。

 中国は北朝鮮に対する米国の追加制裁にも納得していない。オバマ政権はブッシュ政権に比べ、多くの面で北朝鮮政府に対して厳しい。米国務省は北朝鮮による国際金融市場へのアクセスを厳重に取り締まっており、核兵器開発をめぐる北朝鮮との協議を公に渇望することもなくなった。

 一方、オバマ大統領は、北朝鮮の核開発問題に対する唯一の安定した長期的解決策が、民主政権による朝鮮半島統一だという考えを明確に打ち出していない。これは、喫緊の優先事項とすべきだ。金正日総書記の健康不安のため審判の日は刻々と近づいている。

 オバマ大統領は、米軍艦を黄海に入れさせまいとする中国の動きにも十分に対応していない。米国の船舶には正当な権利がある。北朝鮮と韓国の領海問題は相変わらず緊迫の種だ。北朝鮮政府は、中国の暗黙の支援を受け、米韓の海軍合同軍事演習に反発して挑発行動を繰り返している。

 米国は適当だと思った時に適当だと思う公海に乗り出す意向を言行ともに示すべきだ。中国に対して内々に伝えるだけでなく、公に宣言し、他国すべてにわれわれの決意を知らしめるべきである。

 公海の自由に関する米国の弱腰は、中国が南シナ海で挑発的な海軍演習を行い、西沙・南沙諸島に対する不当な領有主張を強調していることを考えると特に危険だ。クリントン米国務長官は当然、この問題に対して対立的な姿勢を示しており、先月には領有権について中国の見解をはねつけた。

 中国の楊潔篪(ヨウケツチ)外相はこの「攻撃」にかみつき、米国の関与は「事態を悪化させ、解決をさらに難しくするだけだ」と反撃。同国は、挑発するかのように一帯を「中核的利益」に含むなど、主張を強化した。

 中国政府は国内でも攻撃的で、以前は従順だった外国人投資家の反発を買っている。グーグルは検索エンジンへの干渉を受け入れることを依然拒否している。米欧の経済界が、中国市場で外国人差別が増幅していることへの不満をあらわにしている。中国企業による債務不履行宣言では、債権者による回収がますます難しくなっているようだ。

 中国政府による宗教の自由に対する弾圧は依然として続いてる。また、政府は相変わらず、チベットや新疆ウイグル自治区の「独立派」の動きを抑えるため、こうした地域を漢民族であふれさせている。より民主的な政府への移行はどこへやら、だ。

 中国が今後も世界に対して笑顔でなくこわもてで通すかどうかは不明だ。しかし、同国の指導層は、米国その他の国の政府が受け身の姿勢を長く続けるとは期待できない。中国政府が新たに見せる好戦的な態度に対して、「そっと、そっと」という対応が正しいとは考えがたい。オバマ大統領が、こうした状況が続くことを望むなら話は別だが。

 商船三井、日本郵船、伊藤忠商事の3社はベトナムで、コンテナ船の貨物を積み下ろしする大型ターミナルの建設・運営に乗り出す。建設費は300億円と同国最大級の施設となり、2015年の開設を目指す。急速な経済発展や中国の人件費上昇などを背景に、ベトナムには企業の進出が相次いでいる。輸出入の窓口となる港湾インフラの整備が進めば、日本勢を含むグローバル企業の事業展開を後押しすることになりそうだ。

 ターミナル建設・運営を担う合弁会社の設立に向け、日本の3社とベトナムの国営海運会社ビナラインズが近く合意する見通し。ビナラインズが51%を出資し、残りを日本の3社がほぼ均等で出資するとみられる。300億円の建設費は出資金と借入金で賄う。

 新ターミナルは同国北部ハノイ市の近郊、ハイフォン沖合のラックフェン地区に設ける。同国北部に位置する港湾の年間取扱量の5割弱、年85万5000TEU(TEUは20フィートコンテナ換算)の貨物量を処理できる。

 周辺の港湾では寄港できない8000TEU型の大型船にも対応する。北米に輸出する場合、これまでは1000TEU型程度の小型船を使って香港に運び、そこで大型船に荷物を積み替える必要があった。北米に直送できれば現在より数日間、輸送期間を短縮できるという。

 ベトナムは東南アジアの貨物中継基地として荷動き量が急拡大し、北部地域では過去10年で取扱量が約7倍になった。パナソニック、キヤノンなど日本企業の工場進出も相次いでおり、港湾インフラの整備でベトナムを輸出拠点と位置付ける動きが広がりそうだ。

 商船三井など民間企業主導の新ターミナル建設とは別に、周辺の港湾設備整備に日本政府が約800億円の円借款を供与する方向。ベトナムでは発電や石油精製、交通など社会・産業インフラの整備が日本企業などが協力する形で進んでいる。同国北部に大型港湾ができることに対し、国境を接する中国が警戒感を示す可能性もある。

 【ホノルル】米国は南シナ海の領土問題に関与する、とのクリントン国務長官の発言の分析にアジアウォッチャーはこの数週間、忙殺された。長官の対中姿勢の硬化を歓迎しているのは軍のエリートで、とりわけ太平洋で前方展開している関係者が多い。

 これがオバマ政権の対中政策の根源的な変化を示しているかどうかは疑問だ。米太平洋軍はこの数年間、中国の不透明な軍事力増強が米国と同盟国に及ぼす脅威よりも、中国との「対話」についてより多くの見解を表明していた。しかし、今は違う。ロバート・ウィラード太平洋軍司令官は今年行われた議会証言で、中国の「衰えない」軍事力増強について指摘し、「(太平洋での)われわれの行動の自由と衝突するよう計画されている」ようだ、と結論付けた。

 統合参謀本部議長のマイク・ムレン海軍大将は先月、中国の行動が「関心の対象」から「懸念の対象」に変化した、述べた。パトリック・ウォルシュ海軍太平洋艦隊司令官は、中国の領土権の主張は、南シナ海の重要な貿易航路を「リスク」にさらしている、と話した。太平洋軍の見解には歴代大統領の姿勢が概ね反映している。

 筆者が先週話を聞いた太平洋軍に配属されている当局者と民間従業員の多くが、この見方に同意している。こうした前方に展開する関係者はホノルルとワシントンの上役に対し、「いかなる海域をも中国に渡すことがないよう」行動によって発言をバックアップするよう期待している。前方の当局者は、南シナ海での中国の領土権の主張を引き合いに出した。中国はフィリピンとベトナムに所属する島を不法に占拠し、インドネシアやベトナムの沖合いで漁船と小衝突を起こしてる、と。

 米当局者の最近の厳しい発言は、少なくとも太平洋における米国の同盟国には有益だ。これらの多くが中国の興隆とこの地域への米国の関与について懸念している。日本は中国海軍が日本の諸島付近に出現しているとして中国政府に抗議している。オーストラリア国防省は、太平洋における米国の「一極支配」の終えんと、自国の国防への影響について懸念を表明。台湾は、向けられている数千発のミサイルを除去するよう中国に要求し続けている。

 オバマ政権にとっての次のステップは、言葉と行動を合致させることだ。太平洋軍と東南アジア諸国は、米政府のレトリックが行動を伴わない可能性を懸念している。米国は年間350回の港湾訪問を実施し、様々な国との数多くの合同海上訓練を主催し、先月にはインドネシアと軍事協定を復活させたが、これらは事後的な反応に過ぎないとして、懸念する声が上がっている。こうした声の背後に、ゲーツ国防長官による予算削減の動きや、今後四半世紀にわたる米潜水艦と水上艦の就役数減少を予想させる造船トレンドがある。

 米国は同盟国に対する伝統的なハブ・アンド・スポーク・アプローチを再考することで、こうした懸念を軽減することが可能だ。米国と地域における最も緊密なパートナーである日本、韓国、オーストラリアとの3カ国、および4カ国協議の開催を一層強く推し進める必要がある。協議はミサイル防衛や対潜水艦戦、海上パトロールといった中核的な安全問題に焦点を当てるべきだろう。同時に米政府は戦略地政学上、重要な地点に位置するインドネシア、ベトナム、マレーシアなどと戦略的な結びつきを強化する必要がある。

 クリントン長官の発言は対中政策のみならず、安定性を維持し、安全を追求し、さらにアジア太平洋地域により民主的な将来をもたらす米国の責任に対する政策の新リアリズムを提唱しているのかも知れない。長官の発言は良いきっかけだ。この発言に命を吹き込むことが、次の課題だ。

日本国民の中には国際社会の中で生きていくための知恵のようなものがある。建前は建前としてあるので、核持ち込みをあからさまに認めるわけにはいかないけれど、でも、実際にはあるかもしれないと思わせるほうが良いのではないかという現実感覚です。

渡辺利夫拓殖大学長が「外交の狡知」とおっしゃっていたけれど、日本人はそうした実利的な感覚を持った国民なのです。→決して属国などではない。卑屈になるな。(園田)

凡庸なメディアとさして変わらない低い視点からパンドラの箱を開けてしまったのが真相でしょう。国民から外交を委ねられているという崇高な使命感は伝わってきません。

日米同盟では、アメリカは極東や日本の安全を保障する条約上の義務を負う一方で、日本は基地を米国軍に提供することで、バランスが保たれています。民主党政権は、この非対称な同盟の本質について洞察を欠いていた。

これからお話しする若泉さんにとって、安全保障は生涯をかけたテーマでありました。安全保障と言うものは、究極の国家のレゾンデートル(存在意義)です。その最も重要なことについて深く理解している人に国家の指導者になっていただきたい。こんないい加減であいまいな姿勢で、この問題に取り組まれたことは、日本国民にとって極めて不幸なことだと思います。

しかし、沖縄返還後の日本の現状は、〝愚者の楽園〟と呼ばなければならない惨状を呈しつつある。眼前の日本のありさまに絶望していった。「結果責任」というよりは、深い絶望が彼を自裁に誘っていったように思います。

国際政治の大きな舵取りを超大国アメリカに委ねてしまったことで、自ら主体的に国際秩序の形成に関わる意思を磨滅させていった。これこそ、同盟につきまとう、まさしく影だったのです。若泉さんが人並みすぐれて鋭敏だったのは、同盟に密かに兆す影を自覚するその感性でした。

海外に在勤していた私は、若泉さんから長文の手紙を幾度もいただきましたが、愚者の楽園に安住する日本の人々をなんとか覚醒させたいという思いが綴られていました。

明確な敵なき時代の同盟のあり方を構想すべきでしょう。敵を旧ソ連から中国に置き換える安易な発想では、確かな解は得られません。→これについては実利的な感覚から今はまだ中国の脅威を利用すべきだと思う。(園田)

Every action film script has the hero running out of bullets at a crucial moment and reaching for whatever weapon comes to hand. Ben Bernanke may not have the pecs of Jean-Claude Van Damme, but the Federal Reserve chairman signalled this week he was willing to bash away with a baseball bat if that is what it takes to keep the economy going.

The US central bank has already cast aside its main weapon, interest rates, having slashed it to zero in the wake of Lehman Brothers’ collapse. On Tuesday, it reloaded its backup, quantitative easing – think Sigourney Weaver switching from pulse rifle to flamethrower in Aliens.

Unfortunately, the markets took the wrong message. Rather than being reassured that the deflation monster had a fight on its hands, investors decided to flee. Bad news on the economy in the US and China and renewed worries about the eurozone’s troubled periphery and European banks made matters worse. The nascent summer rally in equities came to a painful end, bonds rose and market inflation expectations tumbled.

Which raises the vital question: is the Fed firing blanks? Certainly, inflation is now expected to be lower – the Treasury futures market measure of implied inflation had its biggest one-day fall since the height of the Greek crisis. In Germany, bond markets are pricing average inflation of 0.78 per cent over the next five years, the lowest since the depths of the crisis last March. In the US, inflation is expected to average 1.67 per cent over the next 10 years, the lowest since September. Yet, investors still have faith in the ability of the authorities to prevent deflation. The belief is that printing money to buy assets such as Treasury bonds – quantitative easing – is bound to lead to inflation eventually, which is why the bond markets are not pricing in deflation. It is true that at some point printing money creates inflation, since each dollar, pound or euro is worth less in real goods. But extreme use of the printing presses undermines confidence in the currency and disrupts further an already distorted economy.

If I sound sceptical, it is not just because my British accent would automatically cast me as a villain in Hollywood. The Fed has already pumped more money into its quantitative easing than Japan, home of the deflation monster, has in the past 20 years. The result? The US has one of the weakest recoveries ever and deflation is still a risk. Of course, had it done nothing, we would probably be in depression.

What is certain is that unconventional monetary tools are back on the table, and not just in the US. For bond, equity and currency investors, this is a vital consideration. Switzerland remains on the cusp of deflation, in spite of the Swiss National Bank’s massive minting of new francs to buy euros, which saw it record embarrassing losses this year. Even the hawkish European Central Bank is rumoured to be intervening again, supposedly buying Irish government bonds.

The problem is that central banks alone cannot replace the banking system, and bank lending is barely recovering. Indeed, broad money is still shrinking in the US (see chart), as the private sector pays down debt, and is anaemic, to say the least, in the eurozone.

The risk is that helicopter drops of money into the economy from central banks simply lead to more debt reduction and hoarding. To address this, some economists suggest the most extreme measure yet: negative interest rates. This has been tried before, to address a different problem: Switzerland had a nominal -40 per cent rate for foreign deposits in the 1970s to try to avoid capital inflows (that failed).

But if banks faced negative nominal rates for money on deposit at the central bank – now near record levels – that should far more effectively encourage them to lend than exhortations from politicians. This would only be a small step, as rates could go no lower than about -0.25 per cent before it would be worth storing banknotes by the tonne (Willem Buiter, chief economist at Citigroup, has suggested abolishing physical money to solve this problem). There is a precedent. Sweden had a negative rate on excess reserves last year, although it did little since the Swedish banks were functioning normally.

There is one big disadvantage to a negative rate: it would amount to a tax on banks, since the overall level of central bank deposits must remain about the same – like the game of Old Maid, each bank would be trying to pass on the money. Charles Goodhart, an ex-member of the Bank of England’s monetary policy committee, points out that if banks were lending, negative rates would not be needed; they only have themselves to blame.

At the very least, this would hand Mr Bernanke a new weapon. Only by experimenting will we find out if it has the firepower to break deflation.
