8月の市場の混乱は何を物語っているのだろうか? 3つの重要なポイントが示されている、と筆者は考えている。

 第1点は、巨額の債務を抱えた高所得国の経済は引き続き極めて脆弱であること。第2点は、こうした困難を解決する政策当局者の能力を投資家がほとんど信頼していないこと。そして第3点は、不安が強まる時に投資家はリスクが最も小さいと見られる資産、つまり(欠点があるにもかかわらず)格付けが最も高い国の国債を金とともに選好すること、だ。

 デフレを恐れる投資家は債券を買い、インフレを恐れる投資家は金を買う。どちらにするか決められない投資家は両方を購入する。しかし、これよりも長期の投資リスクを取りたいと考えている投資家や企業経営者はほとんどいない。

「第2次大収縮」か「日本病」か

 今や世界は、米ワシントンにあるピーターソン国際経済研究所のシニアフェロー、カーメン・ラインハート氏と、ハーバード大学のケネス・ロゴフ教授が呼ぶところの「第2次大収縮」(第1次は1930年代の大恐慌)に入っている。そこまで終末論的な見方をしない人なら、これを「日本病」と呼ぶかもしれない。

 高所得国の景気が「二番底」に陥る恐れはあるのかという問いかけがあちこちでなされているが、筆者は「ない」と考える。一番底が終わっていないからだ。

 従って今は、この景気後退――あるいは「収縮」――がどれほど深く、長いものになるかが問題となる。実際、6大高所得国(米国、ドイツ、フランス、英国、イタリア、日本)の実質国内総生産(GDP)は2011年第2四半期になっても、2008年の金融危機勃発前の水準をまだ上回っていない。

 米国とドイツは危機前の水準に近づいているが、フランスはそれより少し遅れており、英国、イタリア、日本の回復はかなり遅れている。

 権威ある全米経済研究所(NBER)は、景気後退を「経済全般に及ぶ経済活動の大幅な落ち込みが数カ月以上続く状況」と定義している。これはGDPの水準ではなくGDPの変化に着目した定義であり、普通であれば理にかなっている。しかし、今回の景気後退は普通ではない。

普通でない景気後退

 危機の最悪期に見られたようなGDPの急激な落ち込み(GDPの山から谷への減少率は最も小さなフランスでも3.9%、最も大きな日本では9.9%に達した)に見舞われる時には、たとえ景気が拡大しても、GDPが危機前の水準に戻らないうちは景気回復の実感などわかないだろう。

 失業率が高止まりしたり、新規の雇用が少なかったり、余剰生産能力が多いままだったりする時は特にそうだ。米国ではまだ、失業率が危機前の2倍の水準で推移している。

 経済の収縮の激しさと回復の足取りの弱さは、経済の脆弱さが続いていることの結果でもあり原因でもある。

 結果だと言えるのは、民間セクターの過大な債務と弱い資産価格(特に住宅の価格)が互いに影響し合って需要を押し下げているためである。

 また原因だと言えるのは、予想される需要の伸びが小さければ小さいほど、企業の設備投資意欲は弱くなり、銀行の融資意欲も衰えてしまうからだ。こうなると、経済は宇宙ロケットで言う「脱出速度」を達成できず、大気圏外に飛び出すどころか地表に落下する恐れが生じてしまう。

 次に、経済が引き続き脆弱であることを踏まえて、人々が政界の動きをどう見ているかを考えてみよう。

現実から目を背ける政治家

 米国でもユーロ圏でも、責任者であるはずの政治家たち――米国のバラク・オバマ大統領とドイツのアンゲラ・メルケル首相――は、筆者の同僚フィリップ・スティーブンスが先日のコラムで指摘したように、事態の展開に対して傍観者以上の働きをしているようには見えない。2人ともよそ者であり、ある程度、よそ者のように行動している。

 オバマ氏は、現実には存在しない国の大統領になりたいと思っている。彼の頭の中にある想像上の米国では、政治家たちは意見の相違を脇に置いて超党派で仕事に取り組んでいる。だが現実の世界では、大統領を成功させるくらいなら国を破綻させる方がいいというような野党勢力に直面している。

 ドイツのメルケル氏も同様だ。他の国々にドイツ流の財政規律を守ってほしいというドイツの意向と、そんなことは不可能だという他の国々の現実との間で、存在しない中間を模索しているのだ。

 米国もユーロ圏も経済成長軌道への速やかな復帰の条件を整えられない――それどころか、どんな条件を整えればよいのかをめぐっても意見が一致せず、前進できずにいる――という認識は、実に恐ろしい。

米国債とドイツ国債が日本化する?

 ここで浮上するのが3つ目の重要なポイント、すなわちこの経済の脆弱さを受けてリスク回避の動きが強まってしまうことである。どんどん日本のようになる長い過程をたどり始めたのか、米国とドイツの10年物国債の利回りは日本国債が1997年10月に記録したレベルに低下し、年2%に近づいている。

 両国の前途にもデフレが待ち受けているのだろうか? 確かに、大きな景気後退はデフレをもたらす危険性を秘めている。筆者には、財政赤字や中央銀行のバランスシートに固執する人々が恐れているハイパーインフレよりも、デフレに陥る可能性の方が高いように思われる。

 財政政策を巡る激しい争い――債務上限引き上げの条件を巡る論争――がもたらしたショックは、米国債に売り注文ではなく買い注文が殺到する状況を引き起こした。

 これは特に意外なことではない。理由は主に2つある。第1の理由は、嵐の時は常に米国債が最初の避難先になるというもの。第2の理由は、この論争の結果、財政政策が大幅に引き締められるというものである。

 民間セクターに元気がない以上、財政の引き締めは景気をさらに悪化させると投資家は考えている。同様に、米国以上に景気が弱いユーロ圏では、投資家がこぞってドイツ国債に資金を避難させている。

 一方、株式市場は打撃を被っているが、誰もが白旗を揚げるような水準まで下落したとは言い難い。エール大学のロバート・シラー教授によれば、S&P500株価指数で見た米国株の景気循環調整後ベースの株価収益率(PER)は、長期平均をまだ25%近く上回っている。1982年のこのPERの値は、現在の水準の3分の1でしかなかった。

 株式市場がこのような急落を避けられるかどうかは、「大収縮」がいつ、どのように終わるかに左右されるに違いない。

 「ドクター・ドゥーム(破滅博士)」の異名を取るヌリエル・ルービニ氏は景気の悪化を予想している。1日に2度は正しい時間を指す「止まった時計」のようだと揶揄する向きもあるだろう。しかし、ショックを吸収するクッションがほとんど失われてしまったというルービニ氏の指摘は正しい。

 金利は既に低水準で、財政赤字は大きく、ユーロ圏はストレスで弱っている。ファンダメンタルズ(経済の基礎的条件)の悪さが政策の失敗につながり、経済がパニックに陥ってファンダメンタルズがさらに悪化するという悪循環に陥るリスクは高い。そうなれば、経済はさらに収縮することになろう。

打つ手はまだある

 もっとも、為す術が完全になくなったわけではない。特に、米国とドイツには財政出動の余地がまだかなり残っている。これはぜひ使うべきだ。だが、悲しいことに、財政支出を増やせる政府はこれを行おうとせず、財政支出を増やしたい政府にはその余力がないというのが実情である。

 また、中央銀行も弾薬を使い果たしたわけではない。ここは思い切って弾を撃つべきだ。民間セクターのデレバレッジング(負債圧縮)を加速したり、金融システムを強化したりする方策も、もっと実行できるだろう。

 景気が再度失速すれば、大惨事になることは間違いあるまい。今回のように危険な状況に際しては、従来型の発想にとらわれないアプローチを取ることが重要だ。これまで以上に大胆になるとはどういうことか? これから何をすべきなのか? この2点については、来週のコラムで論じることにしたい。

What has the market turmoil of August been telling us? The answer, I suggest, is three big things: first, the debt-encumbered economies of the high-income countries remain extremely fragile; second, investors have next to no confidence in the ability of policymakers to resolve the difficulties; and, third, in a time of high anxiety, investors prefer what are seen as the least risky assets, namely, the bonds of the most highly rated governments, regardless of their defects, together with gold. Those who fear deflation buy bonds; those who fear inflation buy gold; those who cannot decide buy both. But few investors or corporate managers wish to take on any longer-term investment risks.

Welcome, then, to what Carmen Reinhart, senior fellow at the Peterson Institute for International Economics in Washington, and Harvard’s Kenneth Rogoff call “the second great contraction” (the Great Depression of the 1930s being the first). Those less apocalyptic might call it the “Japanese disease”.

Many ask whether high-income countries are at risk of a “double dip” recession. My answer is: no, because the first one did not end. The question is, rather, how much deeper and longer this recession or “contraction” might become. The point is that, by the second quarter of 2011, none of the six largest high-income economies had surpassed output levels reached before the crisis hit, in 2008 (see chart). The US and Germany are close to their starting points, with France a little way behind. The UK, Italy and Japan are languishing far behind.

The authoritative National Bureau of Economic Research of the US does define a recession as “a significant decline in economic activity spread across the economy, lasting more than a few months”. This is to focus on the change in output, rather than its level. Normally, that makes sense. But this recession is not normal. When economies suffer such steep collapses, as they did during the worst of the crisis (the peak to trough fall in gross domestic product having varied between 3.9 per cent in France and 9.9 per cent in Japan), an expansion that fails to return output to the starting point will not feel like recovery. This is especially true if unemployment remains high, employment low and spare capacity elevated. In the US, unemployment is still double its pre-crisis rates.

The depth of the contraction and the weakness of the recovery are both result and cause of the ongoing economic fragility. They are a result, because excessive private sector debt interacts with weak asset prices, particularly of housing, to depress demand. They are a cause, because the weaker is the expected growth in demand, the smaller is the desire of companies to invest and the more subdued is the impulse to lend. This, then, is an economy that fails to achieve “escape velocity” and so is in danger of falling back to earth.

Now consider, against this background of continuing fragility, how people view the political scene. In neither the US nor the eurozone, does the politician supposedly in charge – Barack Obama, the US president, and Angela Merkel, Germany’s chancellor – appear to be much more than a bystander of unfolding events, as my colleague, Philip Stephens, recently noted. Both are – and, to a degree, operate as – outsiders. Mr Obama wishes to be president of a country that does not exist. In his fantasy US, politicians bury differences in bipartisan harmony. In fact, he faces an opposition that would prefer their country to fail than their president to succeed. Ms Merkel, similarly, seeks a non-existent middle way between the German desire for its partners to abide by its disciplines and their inability to do any such thing. The realisation that neither the US nor the eurozone can create conditions for a speedy restoration of growth – indeed the paralysing disagreements over what those conditions might be – is scary.

This leads us to the third big point: the dire consequences of soaring risk aversion, against the background of such economic fragility. In the long journey to becoming ever more like Japan, the yields on 10-year US and German government bonds are now down to where Japan’s had fallen in October 1997, at close to 2 per cent (see chart). Does deflation lie ahead in these countries, too? One big recession could surely bring about just that. That seems to me to be a more plausible danger than the hyperinflation that those fixated on fiscal deficits and central bank balance sheet find so terrifying.

A shock caused by a huge fight over fiscal policy – the debate over the terms on which to raise the debt ceiling – has caused a run into, not out of, US government bonds. This is not surprising for two reasons: first, these are always the first port in a storm; second, the result will be a sharp tightening of fiscal policy. Investors guess that the outcome will be a still weaker economy, given the enfeebled state of the private sector. Again, in a still weaker eurozone, investors have run into the safe haven of German government bonds.

Meanwhile, stock markets have taken a battering. Yet it is hard to argue that they have reached a point of capitulation. According to Yale’s Robert Shiller, the cyclically adjusted price-earnings ratio for the US (based on the S&P 500) is almost a quarter above its long-term average. In 1982, the valuation was a third of current levels. Will markets avoid such a collapse? That must depend on when and how the great contraction ends.

Nouriel Roubini, also known as “Dr Doom”, predicts a downturn. “A stopped clock”, some will mutter. Yet he is surely right that the buffers have mostly gone: interest rates are low, fiscal deficits are huge and the eurozone is stressed. The risks of a vicious spiral from bad fundamentals to policy mistakes, a panic and back to bad fundamentals are large, with further economic contraction ahead.

Yet all is not lost. In particular, the US and German governments retain substantial fiscal room for manoeuvre – and should use it. But, alas, governments that can spend more will not and those who want to spend more now cannot. Again, the central banks have not used up their ammunition. They too should dare to use it. Much more could also be done to hasten deleveraging of the private sector and strengthen the financial system. Another downturn now would surely be a disaster. The key, surely, is not to approach a situation as dangerous as this one within the boundaries of conventional thinking.

 ロシア太平洋艦隊が9月上旬から日本、米国と連続して合同演習する。ミサイル巡洋艦ワリャークを投入し、海上自衛隊と日本海で海難救助演習を実施。京都府舞鶴に寄港した後、米軍との演習の舞台であるグアムに向かう。ロシアは台頭する中国をにらみ、安全保障面で日米との関係強化を狙う。

 ロシアが日米と連続して演習するのは異例。米海軍との軍事演習にあわせ、ロシア側が日本に人道的な訓練の実施を働きかけた。日米との一連の演習について、ロシア政府高官は「日米ロ3カ国による安全保障の枠組みを構築する足がかりとしたい」と言明した。

 ロシア艦は9月上旬に極東ウラジオストクを出港、日本との演習を経て、米海軍との洋上演習「パシフィック・イーグル2011」を実施する。カナダのバンクーバーにも寄港する予定で、津軽海峡を通過して12月にウラジオに帰還する計画という。ロシアには太平洋国家としての存在感をアピールする狙いもある。

 ロシアは8月、北朝鮮と9年ぶりの首脳会談を実施するなど、アジアへの関与を強めている。背景には軍事面で台頭する中国への警戒感があり、アジア太平洋地域では日米との関係強化に動いている。日ロ関係はロシア政権幹部の北方領土訪問などで悪化したが、東日本大震災後にロシアはエネルギー協力などを打ち出し、日本への接近を図っている。

 米ロが太平洋上で軍事演習を実施するのは06年のマーシャル諸島沖以来。08年のグルジア紛争などで緊張した米ロ関係はオバマ米政権発足後は改善し、軍事交流も活発になっている。ロシアは海上自衛隊と08年に舞鶴で同様の訓練を実施している。

 ロシアと朝鮮民主主義人民共和国は軍事協力を再開させる。その手始めとして、ロシアの軍事改革で新しく作られた東部軍管区所属の水兵らが北朝鮮側と合同演習を行うことになっている。ロシア東部軍管区のコンスタンチン・スィジェンコ司令官と朝鮮人民軍のリ・ヨン・ホ参謀総長は、協力の方向性について初めての協議を行った。

 北朝鮮に対しては、2006年および2009年の核兵器実験実施以降、厳しい国際的制裁が加えられているため、武器の調達や技術の移管に関しての協力は行うことはできない。そこで、軍事協力の一歩として、合同海上演習を行い、沈没船の救助作業を想定した訓練を行うこととなった。またソビエト連邦崩壊後中断されていた、ロシアと北朝鮮両国の海軍による友好訪問も再開される。

 ロシアは北朝鮮の政策がさらに予測可能なものとなることを望んでおり、今回の軍事演習もその目的によるものだ。また国際的接触が増えることによって、北朝鮮も自らの責任を自覚し、また現在の国際的な孤立状態を抜け出すことができるだろう。

 北朝鮮もそのことを理解し、ロシアとの軍事協力に大きな関心を示している。このような政策が金正日氏の息子である金正恩氏によって推進されている可能性もある。正恩氏にとって、特に軍事面におけるブレイクスルーが必要となるからだ。それは中国に自らの自立性をアピールすることになるとともに、隣国の日本や韓国をけん制できることにもなる。

 アメリカ、日本、韓国が盛んに海上での活動を活発化していることは、ロシアと中国が2012年に向けて太平洋上での合同演習を準備するきっかけとなった。それについてはすでに8月、ロシアのニコライ・マカロフ参謀長とチェン・ビンデ参謀長が合意している。

 地政学問題アカデミーの第一副総裁で、軍事学博士でもあるコンスタンチン・シフコフ氏は、次のように指摘している。

―ロシアの地政学においては東向きのベクトルが急速に強まっています。これは以前中国と行った軍事演習を考慮したうえでの軍事政治的性格を持っています。また現在ロシアと中国が主要な役割を果たしている上海協力機構が、経済だけでなく、軍事政治組織となる可能性もあります。これはアメリカ、韓国、日本の行動によって、現在東アジア情勢の緊張が高まっていることと関連しています。アメリカは自分の同盟国を使って、地域の状況を自国に有利なようにもっていこうとしているのです。

 中国も自らの経済的、軍事的ポテンシャルの向上によって、動きを活発化させている。それによって、西部太平洋は現在、軍事演習が行われる数でも際立っている。

 東アジア地域を再び、各国の利益を武力で争うような場とすることは許されないだろう。

上品な連中は多極と騒ぐが、多極の多とはどこを指すのか。
そもそも多極化は世界に安定をもたらすのか。平和につながるものなのか。

多極の一角を担うとされたEUの現状はどうなんだ。
EUの存在そのものが多極化実験の一面も。その結果は見るも無残ではないか。

多極ではなく二極が望ましいのだ。
G2ではなくCW2。冷戦含みの二極構造こそが世界に安定をもたらす。

このいいタイミングで中国が台頭。この中国を使わずにどうする。
ソ連ほどのパワーがあるとは思えないが、うまくやれば10年や20年は持つだろう。

頼りない中国のために我々ロシアが冷戦ゲームの指南役に。
その間、存分に儲けさせていただこう。

中露中立条約を結んでやってもいいぞ。
そしてまた最後の最後に裏切ってやる。

その時はミニ中国に向けた解体方法もアドバイスしてやろう。

 経済成長が続く新興国で新型戦闘機を100機以上と大量に導入する計画が相次ぎ、財政難から自国向け販売が伸びない米欧メーカーが契約獲得へしのぎを削っている。開発・製造を継続しないと戦闘機に関わる技術力を維持できないため、先進国は自国の防衛産業の基盤を維持する目的で新興国向けの輸出を奨励。大型商談の成約が続けば、世界の軍事バランスにも変化を及ぼしそうだ。

 「初めての実戦参加」――。6月下旬に開かれた世界最大級の航空機見本市「パリ航空ショー」などで、世界の防衛大手は似た宣伝文句を使っている。国連安全保障理事会の決議に基づいて3月に始まった対リビア軍事作戦では、初めて実戦を経験する戦闘機が相次いだ。

対リビアに投入

 英軍は、英BAEシステムズなど英独伊スペイン4社が共同開発したユーロファイター(輸出仕様の名称はタイフーン)を警戒監視飛行で使用。米軍は空母艦載機である米ボーイング製のFA18Gグラウラーを対地攻撃に投入した。

 米国は今回の作戦で空母を出動させなかったが、なぜか艦載機だけを派遣する奇妙な形をとった。多国籍軍に空軍を派遣した例がほとんどないスウェーデンが突如として、自国の防衛大手サーブ製のJAS39グリペンを作戦に参加させたのも目を引いた。

 各国が自国製戦闘機の実戦への初参加にこだわったのには理由がある。ブラジルやインドなど新興国が相次いで空軍の主力戦闘機を100機以上更新する計画を持ち、欧米各国の戦闘機はその候補となっている。世界の武器商戦では、「コンバット・プルーブン(実戦で使えた)」という事実が極めて有効なセールスポイントとなるのだ。

先進国は財政難

 かつては新型戦闘機の主な買い手は資金力のある先進国だったが、近年の財政悪化に伴う防衛費圧縮で戦闘機の調達を削減・中止する国が続出。欧米メーカーにとっては新興国の大型案件はぜひとも受注したいところだ。米欧の政府も自国の防衛産業の基盤を維持するため輸出を奨励し、サルコジ仏大統領やメルケル独首相が新興国との首脳会談でトップセールスした例もある。

 フランスは仏ダッソー製戦闘機のミラージュを購入したカタール空軍がリビア作戦で初の実戦を経験した際、不慣れなカタール部隊を支援するため、警戒飛行任務を仏空軍が共同で行う「付き添い役」を買って出た。顧客への「アフターサービス」の手厚さを強調したのも、ブラジルやインドなどの戦闘機商戦を意識した動きだ。

 米ロッキード・マーチンを中心に国際共同開発されたF35を100機導入するとしていたトルコはこのほど、対米依存を減らす狙いで欧州製戦闘機も導入する可能性を示唆。新たな潜在顧客の出現に欧州メーカーは色めきたった。

 買い手側の新興国は、価格だけでなく、最新の航空戦ノウハウの習得、相手国との外交・経済面での関係強化など、様々な要素を計算に入れて機種を選定する。インドがこのほど次期戦闘機の候補から米国製を外し、欧州の2機種に絞ったのは「米国が技術移転に慎重なのに対し、ユーロファイターが『ブラックボックス・フリー(非開示の武器技術一切なし)』を売り物にしている点などが評価された」(防衛産業関係者)ためだ。

 相次ぐ新型戦闘機の大型商談は、新興国が経済面だけでなく軍事面でも明確に台頭してきたことを示す。インドの新型機導入は隣国の中国を刺激しそうで、財政に余裕のある新興国で軍拡競争が加速する恐れもある。

 一方で、中国はこのほどパキスタンに戦闘機を追加輸出することを発表。ロシアはインドと次世代戦闘機の共同開発を予定しており、一定以上の航空機技術を持つ新興国は売り手としても台頭しつつある。

井の中のどじょう、大海を知らず、されど宇宙人や市民運動家よりはまだマシか2011/09/03 07:13






サッカーを例えに使った野田佳彦新首相。「全体を見て戦略的にパスを回せるミッドフィールダー(MF)になってほしい」、「私も含め得点を狙うセンターフォワード(CF)になりたい人はいっぱいいる」などと語ったとか。

チームワークの大切さを訴えたい気持ちはわかるが、党内融和を最優先にした閣僚人事で何がやりたいのかさっぱりわからない。確かに「党内融和がないと前へ進めない」と自分たちに言い聞かせているように見える。厄介な党内に固執しすぎて国民のことが見えていないのではないか。

本来ならセンターフォワードは国民。その国民に対してセンスのいいスルーパスを繰り出すことが政治の役目。しかも今はグローバルの時代。世界を視野に入れたスルーパスが求められる。

「井の中の蛙」ならぬ「井の中のどじょう」。どじょうもまた大海を知らず。センスのいいスルーパスなど期待薄。されどスタンドプレーのダンカイ星人よりまだマシか。されど宇宙人や市民運動家よりはまだマシか。

その判断を下すのも党ではなく国民。民主党の限界、さらには日本政治の限界がどじょうを通して見えてくる。「やっぱりお山が恋しい」と泣くよりも、大海で揉まれた方がいいのではないか。

 野田内閣の面々を識者たちはどうみたか。その印象から、新内閣を命名してもらった。

 民主党のシンボルマークを考案し、『ネーミングの成功法則』などの著書があるコピーライターの岩永嘉弘氏は、全体的に小粒な印象があると「どんぐりころころ内閣」と命名した。

 童謡の歌詞から連想し「前の政権が『ころころ』とこけちゃって、『どじょう(野田首相)が出てきてこんにちは』。『やっぱりお山が恋しい』と突然辞めて、『泣いてはどじょうを困らせた』ということになりそう」と岩永氏。「どんぐりは種なので、新芽を出して大きくなるかもしれない」との期待感も込めた。

 「金魚不在の『どじょう鍋』内閣」と話すのは政治評論家の小林吉弥氏。「とにかく華がない。目玉が1人いれば鍋の色合いは変わるが、薄黒いまま」。「適齢期」とされる当選5~7回の初入閣も多く「政治主導が進められるか疑問」とするが「担がれ上手の首相が調整能力を生かせば、金魚に大化けする可能性を秘めた内閣でもある」。

 国会議員を主人公にした「加治隆介の議」などの作品がある漫画家の弘兼憲史氏は、首相の名字とかけて「これでいいのだ(野田)内閣」と名付けた。「自民党時代と同様、派閥に配慮した顔ぶれだが『党内融和がないと前へ進めない』と言い聞かせている」とみる。一方で「目先の支持率より派閥均衡と実務能力を優先したのだろうが、いわゆる“有名人”がおらず、漫画にはなりにくい」と話した。

 中国が世界とどのように付き合うかは、21世紀の国際政治の最大のテーマといえる。中国を代表する外交論客、閻学通・清華大学現代国際関係研究院院長に展望を聞いた。

 ――米国債は格下げされ、欧州は債務危機に陥っています。中国から見て世界はどのように映りますか。

 「一文字で表せば『乱』。先進国だけでなく、中東でも衝突が続く。私に言わせれば至って自然なことだ。世界唯一の超大国だった米国が後退を始め、国際秩序は移行期に入った。移行期に国際政治は不安定になるものだ」

 ――世界は徐々に多極化に向かうのでしょうか。

 「そうは思わない。経済力、軍事力など物質的な力、いわゆる『ハードパワー』で測れば世界は米中の2極体制に向かっている。今後10~15年で、米国との力の差を縮小する国は中国しかいない。日本もドイツも英国も、米国との差は開いていくだけだ」

 「しかし国力を定義するのはハードパワーだけではない。同盟国との戦略的な友好関係も力の源泉だ。米国は世界の70カ国以上と同盟・協力関係を持ち『同盟の力』では断トツな存在だ。中国はパキスタン、北朝鮮とは友好関係があるが本格的な同盟関係とはいえない。中国が米国に並ぶ超大国になるには、周辺国との戦略的な同盟関係を強化しなければならない」

 ――同盟関係はどのように築くものですか。

 「周辺国に安全保障を提供することだ。経済的な結びつきがいくら深くても安全保障の連帯にはかなわない。例えば中国はもう何年も日本の最大の貿易相手国だが、米国に代わる存在にはなれない」

 ――多くの国が米国と同盟関係を結ぶのは、自由や民主主義という価値観を共有するからではありませんか。

 「それは典型的な西洋型の解釈だが正しくない。米国がどこよりも多くの同盟関係を持つのは、どこよりも出費して安全保障を提供しているからだ」

 ――しかし尖閣諸島や南シナ海の領有権を巡る中国の姿勢を見て、同盟関係を結びたい国はないのでは?

 「あなたは米国の友好国にしか注目していない。中国に安全保障を提供してもらってもいいと考えている国は少なくない。パキスタンが典型例だが、最低でも10カ国はあげられる。北朝鮮もそうだし中国の西の国境に接するカザフスタン、キルギス、タジキスタン、東南アジアではミャンマー、ラオス、カンボジア、南アジアではネパール、バングラデシュ、スリランカが中国と安保関係に違和感を覚えていない。日本や韓国やベトナムだけがアジアではない」

 ――世界が2極に向かうとすれば、中国はどんな「極」を担いますか。

 「孟子、老子、荀子ら中国古代の賢人らは、それぞれの時代に中国がどんな大国であるべきかを盛んに議論していた。彼らは3つのリーダーシップがあるとみていた。『専制』と『覇権』と『王道』。専制は圧倒的な軍事力で世界の秩序を維持しようとする。覇権は軍事力と同盟関係の拡大で世界に影響力を行使していく。今の米国がこのタイプ。同盟国から信頼されなければならないので行動は自制され、専制よりはましだ。ただ、覇権はダブルスタンダードを招く。中東でも、米国は同盟国バーレーンには決して武力介入しないが、非同盟国のリビアでは為政者を排除するための軍事行動に参加する」

 「古代の賢者が最適な道と考えたのは孟子が唱えた『王道』だ。わかりやすく言えば『人情のある権威』だ。王道は軍事力と道徳規範の2つで指導力を発揮する。国際的な基準、ノルマを順守する。同盟国と仲良くするだけでなく『徳』によって非同盟国も味方につけていく。中国は王道を目指さなければならない。こうした方向性を世界に発信すべきだが、今の外交方針は永遠に先頭に立たないとの立場だ。これでは世界の疑心が深まるばかりだ」

 ――中国は国際社会でより責任ある行動を取るべきだということですか。

 「そうだ。しかし、それにはトウ小平氏が掲げた『韜光養晦(とうこうようかい=能力を隠して力を蓄える)』を改めなければならない。トウ氏は、まず中国の物質的な力を高めることを優先していた。当時の経済力は世界で8位や9位。世界2位になった今の時代には適さない」

 ――日本人として中国の外交転換は心配です。

 「日本は世界2位の地位を失ったばかりで心配するのは理解できる。しかし日本の後退は政治指導力の問題だ。『管子』によれば、国は小さくても政治が強ければ、国は強くなる。10カ月に一度、首相を取り換えていては強い指導力が生まれるはずがない」

 ――選挙を経ていない中国の政治は強いといえますか。

 「強い政治とは何か。人々が幸せであることだ。人を幸福にするのはお金ではなく、フェアで公正な社会だ。今の中国では汚職や格差など社会の矛盾を修正し『調和のとれた社会』を目指す政治勢力と経済発展を重視する勢力が激しい闘争を繰り広げている。特に地方の書記や省長は経済発展を重視する。経済さえ成長すれば政治も安定するという見方が強いが、逆だ。トウ小平氏の改革開放政策が成功したのは毛沢東氏の階級闘争を大胆に切り替える政治力を発揮したからだ」

 ――徐々に西洋のように自由で民主的な国に向かうということではありませんか。

 「違う。西洋型の自由民主主義は自由選挙と表現の自由さえあれば、たとえそれが混乱や貧富の差や民族間の衝突を生んだとしてもかまわないとする。結果よりプロセスの重視だ。私は結果を重視する。民主主義は社会秩序とセットでなければならない。秩序のない民主主義を混乱といい、民主主義のない秩序は全体主義と呼ぶ。インドやフィリピンは民主主義だが腐敗や社会の不公正は深刻だ」

 ――米国はどんな方向に向かうとみていますか。

 「来年の大統領選で新しい指導体制が生まれれば衰退を食い止めることができるかもしれない。オバマ大統領は協調主義外交を取り、同盟の力を高める能力はある。しかし米国のハードパワーを高める能力が決定的に欠けている。借り入れに頼っていては復活できない。クリントン元大統領のように財政黒字を拡大し、ハードパワーを高めるリーダーを必要としている」


 Yan Xuetong(ヤン・シュエトン) 1952年、天津市生まれ。黒竜江大卒、米カリフォルニア大バークレー校で博士号取得。政府系シンクタンクを経て清華大教授。専門は国際関係。文化大革命で東北部の農村に下放され、16歳から9年間過ごした。「苦難を経験していない人は国際関係について楽観的になる傾向がある」と語る。2008年に米誌フォーリン・ポリシーが選ぶ「世界で最も影響力を持つ知識人100人」に入った。58歳。

インタビューを終えて

 先月、バイデン米副大統領が訪中した。四川省成都で専用機「エアフォース2」から出てきた副大統領が手にしていたのが閻教授の新著だった。6月に北京市内で開かれた外国特派員協会主催の講演でも、米、フランス、スイスなど各国大使館の政務担当者が駆けつけ、立ち見が出るほど盛況だった。中国外交の先行きのヒントを得ようと多くの人が耳を傾ける。

 タカ派のリアリストだ。ブッシュ前米政権で強硬外交を主導したネオコン(新保守主義派)になぞらえてネオコム(ネオコミュニスト、新共産主義派)と呼ぶ人もいる。主張は大胆で時にゾッとする。それでも不思議と説得力があるのは米欧の収縮と中国の拡大が目に見える現実として存在しているからだろうか。

 言論統制がある中国で自国批判をする識者は少ない。閻教授が古代の賢者を引用するのは彼らに主張を代弁させている側面がある。辛口コメントもよく見ると現指導部への批判はない。

 それでも政治・経済両面でトウ小平路線を「時代遅れ」と言い切るのは新鮮。共産党と政府の重要機関が集まる「中南海」はベールに包まれているが、そうした議論はあるのだろう。

What philosophers thought when China was the world and how it can help China now

WHEN Henry Kissinger was paying his pioneering visits to China in the early 1970s, the country was in the grip of a campaign to criticise both Lin Biao, a recently dead and disgraced Communist leader, and Confucius. As was later remarked, it was as if the American press were vilifying Richard Nixon and Aristotle. But China’s own past—the 5,000 years of history of which its leaders often like to remind foreign interlocutors—is a constant presence in its domestic politics and its view of the world.

Yet China’s recent rise has taken place in a world organised along principles devised elsewhere, by foreign parvenus. Many Chinese chafe at the common Western notion that multiparty democracy is the form of government towards which all other systems evolve. But some scholars also resent another European invention: the nation-state, the basis of modern diplomacy. For years they have struggled to develop a distinctively Chinese theory of international relations. This is almost a matter of national pride, even chauvinism: “As a rapidly rising major power, it is unacceptable that China does not have its own theory,” wrote Qiu Yanping, a senior Communist Party man, in an article in 2009.

So attempts to apply precepts devised by ancient Chinese philosophers to the modern world are in vogue. One popular revival is the notion of tianxia, or “all under heaven”. This dates back to the golden age of classical Chinese philosophy—of Confucius, Mencius, Laozi and the rest—in the “warring states” period before China’s unification in 221BC under the first Qin emperor. Tianxia is widely understood as a unified world dominated by one country (call it the “middle kingdom”, perhaps), to which neighbours and those beyond look for guidance and pay tribute.

According to Zhao Tingyang, a Beijing-based philosopher known for his book of a few years ago on tianxia, the concept is based on the vision of an ancient sage-king, the Duke of Zhou. The duke realised that for Zhou, a small state, to exercise sway over other feuding states, he could not rely on force of arms. It had instead to draw on its own moral and political example. As Mr Zhao updates this, tianxia is a Utopian vision of universal harmony, unattainable, he concedes, for 200-300 years, where everybody opts into a system of global government.

Mr Zhao, a courteous, gentle and rather otherworldly scholar, is no tub-thumping Chinese nationalist. There is now no need, he says, as there was in the Duke of Zhou’s day, for one predominant state. He is not advocating a world order led by China, but a system of equality. Nor is there to be compulsion. Tianxia is a voluntary choice. It is also, self-evidently, a distant dream rather than a manifesto for practical politics.

It has, however, made an impression. Some even see its influence in the ideal adopted by China’s Communist Party leader, Hu Jintao, whom Mr Zhao has never met, of a “harmonious society”. In popular culture, tianxia loomed large in “Hero”, an epic martial-arts film by Zhang Yimou, one of China’s best-known directors, set at the time of the Qin unification and released in 2002. Some also heard tianxia echoes in the slogan for the 2008 Beijing Olympics: “One world, one dream”.

Though Mr Zhao was not proposing an indigenous blueprint for a China-led new world order to supplant the one led by America, the misconception that he was explains some of his appeal within China. One of the most popular books on sale in China at the moment is on “The rise of a ‘civilisational state’”, by Zhang Weiwei. Mr Zhang argues that China is unique as “the world’s only amalgam of an ancient civilisation and a huge modern state”, and is “increasingly returning to its own roots for inspiration, and producing its own norms and standards.”

In another new book (this one in English), “Ancient Chinese Thought, Modern Chinese Power”, Yan Xuetong, a scholar at Tsinghua University in Beijing, concludes that “it is not possible to create a Chinese school of international-relations theory.” But he does think pre-Qin thought can “develop and enrich international-relations theory”. A British commentator once dubbed Mr Yan a “neo-comm”, analogous to an American neocon—ie, an assertive Chinese nationalist intent on facing down American hegemony. But Daniel Bell, also of Tsinghua, one of the book’s editors, argues this misrepresents Mr Yan’s views by overlooking the emphasis he, like the pre-Qin philosophers, puts on the importance of morality in politics, and in establishing China as a “superpower modelled on humane authority”.

Beyond the failed state

For scholars like Mr Yan and Mr Zhao, the pre-Qin thinkers offer fresh approaches to solving the problems of what Mr Zhao calls a “failed world”, with its endless wars. One is that the nation-state system of notional equality between countries fails to recognise that some are more equal than others. As China’s foreign minister bluntly pointed out last year at a meeting with its South-East Asian neighbours: “China is a big country and other countries are small countries and that’s just a fact.” A second problem is that national governments—especially, some in China would argue, in democracies—often ignore the interests of those without a vote, such as unborn generations and foreigners.

Abroad these theorists’ ideas tend to be greeted with suspicion as excuses for China’s exceptionalism and its rejection of international rules it does not like. But at home they face equally daunting obstacles. The Communist Party, heavily pragmatic, is unlikely to adopt the moral precepts at the heart of classical Chinese philosophy. And just as fundamentally, for all that the idea of the nation-state, inviolable in its sovereignty, is a Western idea, China has become among its staunchest supporters—and is the fiercest critic of any perceived “interference”. Moreover, it is hard to maintain that China’s astonishing success in recent years has been won in spite of the current international system. Indeed, China has arguably been one of its biggest beneficiaries.

 土地購入を計画しているのは、中国の投資家のHuang Nubo氏。ヨーナスソン内相はロイターに、「この問題は多くの側面から慎重に検討することが必要だ」と述べ、広大な土地の外国人への売却や、天然資源の所有権の問題などを指摘した。 

 これまでのところアイスランド国内では、計画に対する懸念は広がってはいない。ただアナリストは、欧州と米国の間というアイスランドの戦略上のロケーションや、周辺国が資源を主張する北極圏の地理的状況から、安全保障上の問題は無視できないと警告している。 

 ブリュッセルの現代中国研究所の調査部門の責任者、ジョナサン・ホルスラグ氏は「このプロジェクトは民間によるものだろうが、土地から原材料、ノウハウに至る戦略的資産を海外から手に入れるという中国の政策目標に沿っている。中国の対外政策では、民間投資家が国有企業による大規模プロジェクトの先駆けとなるケースが多い。これらの場合、新たに取得した権益保護のため、政府がより積極的な外交を展開している」と指摘した。 

 現地の市長によると、Huang Nubo氏は、北東部グリムスタジールの300キロ平方メートルの土地取得について、すでに4人の土地所有者と仮合意している。取得金額は10億クローナ(880万ドル)。

【8月31日 AFP】英紙フィナンシャル・タイムズ(Financial Times)は30日、中国の不動産投資家で元政府高官の黄怒波(Huang Nubo)氏がアイスランドに300平方キロの土地を取得するための仮契約を結んだと報じた。

 黄氏は、1億ドル(約77億円)を投じるエコツーリズムプロジェクトの一環として、ゴルフコースなどを建設したい考えだという。

 ただし、アイスランドのオグムンドゥル・ヨーナスソン(Ogmundur Jonasson)内相は、土地には国有地が含まれており、国有地の海外事業体への売却は法律で禁止されていると話している。特別な免除を受けるには、取得する人物がまず内務省に書簡で訴える必要があるが、そのような書簡は受け取っていないという。

 アイスランドは欧州・北米間の戦略的に重要な位置を占めており、気候変動で北極の水路が海運業に開かれた場合には是非アジアの貨物船のハブ港にと政府が宣伝してきた。

 米経済誌フォーブス(Forbes Magazine)の2010年長者番付で、黄氏は総資産額8億9000万ドル(約680億円)で中国人では161位につけた。同氏が創設した中坤集団(Zhongkun Group)は、中国国内と世界各地にリゾートや観光施設を所有している。(c)AFP

 1日付中国紙、21世紀経済報道などによると、この企業はマンション建設やリゾート開発を手掛ける北京の「中坤集団」。10億クローナ(約6億7千万円)でアイスランド北東部の土地を購入、さらに100億~200億クローナを投じ、高級ホテルやゴルフ場、娯楽施設を建設する。

AMERICA’S fiscal woes are placing the country on a path of growing strategic risk in Asia.

With Democrats eager to protect social spending and Republicans anxious to avoid tax hikes, and both saying the national debt must be brought under control, we can expect sustained efforts to slash the defense budget. Over the next 10 years, cuts in planned spending could total half a trillion dollars. Even as the Pentagon saves money by pulling back from Afghanistan and Iraq, there will be fewer dollars with which to buy weapons or develop new ones.

Unfortunately, those constraints are being imposed just as America faces a growing strategic challenge. Fueled by economic growth of nearly 10 percent a year, China has been engaged for nearly two decades in a rapid and wide-ranging military buildup. China is secretive about its intentions, and American strategists have had to focus on other concerns since 9/11. Still, the dimensions, direction and likely implications of China’s buildup have become increasingly clear.

When the cold war ended, the Pacific Ocean became, in effect, an American lake. With its air and naval forces operating through bases in friendly countries like Japan and South Korea, the United States could defend and reassure its allies, deter potential aggressors and insure safe passage for commercial shipping throughout the Western Pacific and into the Indian Ocean. Its forces could operate everywhere with impunity.

But that has begun to change. In the mid-1990s, China started to put into place the pieces of what Pentagon planners refer to as an “anti-access capability.” In other words, rather than trying to match American power plane for plane and ship for ship, Beijing has sought more cost-effective ways to neutralize it. It has been building large numbers of relatively inexpensive but highly accurate non-nuclear ballistic missiles, as well as sea- and air-launched cruise missiles. Those weapons could destroy or disable the handful of ports and airfields from which American air and naval forces operate in the Western Pacific and sink warships whose weapons could reach the area from hundreds of miles out to sea, including American aircraft carriers.

The Chinese military has also been testing techniques for disabling American satellites and cybernetworks, and it is adding to its small arsenal of long-range nuclear missiles that can reach the United States.

Although a direct confrontation seems unlikely, China appears to seek the option of dealing a knockout blow to America’s forward forces, leaving Washington with difficult choices about how to respond.

Those preparations do not mean that China wants war with the United States. To the contrary, they seem intended mostly to overawe its neighbors while dissuading Washington from coming to their aid if there is ever a clash. Uncertain of whether they can rely on American support, and unable to match China’s power on their own, other countries may decide they must accommodate China’s wishes.

In the words of the ancient military theorist Sun Tzu, China is acquiring the means to “win without fighting” — to establish itself as Asia’s dominant power by eroding the credibility of America’s security guarantees, hollowing out its alliances and eventually easing it out of the region.

If the United States and its Asian friends look to their own defenses and coordinate their efforts, there is no reason they cannot maintain a favorable balance of power, even as China’s strength grows. But if they fail to respond to China’s buildup, there is a danger that Beijing could miscalculate, throw its weight around and increase the risk of confrontation and even armed conflict. Indeed, China’s recent behavior in disputes over resources and maritime boundaries with Japan and the smaller states that ring the South China Sea suggest that this already may be starting to happen.

This is a problem that cannot simply be smoothed away by dialogue. China’s military policies are not the product of a misunderstanding; they are part of a deliberate strategy that other nations must now find ways to meet. Strength deters aggression; weakness tempts it. Beijing will denounce such moves as provocative, but it is China’s actions that currently threaten to upset the stability of Asia.

Many of China’s neighbors are more willing than they were in the past to ignore Beijing’s complaints, increase their own defense spending and work more closely with one another and the United States.

They are unlikely, however, to do those things unless they are convinced that America remains committed. Washington does not have to shoulder the entire burden of preserving the Asian power balance, but it must lead.

The Pentagon needs to put a top priority on finding ways to counter China’s burgeoning anti-access capabilities, thereby reducing the likelihood that they will ever be used. This will cost money. To justify the necessary spending in an era of austerity, our leaders will have to be clearer in explaining the nation’s interests and commitments in Asia and blunter in describing the challenge posed by China’s relentless military buildup.
